Antminer L3 series PIC programming file

When the PIC chip on the Antminer L3, L3+, L3++ hash board cannot output 3.3V normally, it may cause signal abnormalities, excessive temperature and other faults. In order to repair and get the miner back up and running quickly, we need to replace the PIC chip and re-flash the PIC file.
