APW12 1215b fan optocoupler feedback and control circuit

The fan powering voltage on the Bitmian apw12 1215b power supply is 12V. When the fans are running normally, it will provide feedback to the No. 2 auxiliary power chip through this optocoupler feedback circuit; in turn, the No. 2 auxiliary power chip will also control the voltage so that it supplies power to the three fans at a s voltage.
